I Think that his main issue is with people who are applying as a Programmer. Someone can be in IT and happily tell you they cannot program a computer. This is specifically with not only people who say they can program but are seeking a career path in doing so. This is sort of like someone trying to be a mechanic and not being able to tell a oil pump from a kidney.
(I agree I don't understand why you would want a career that's as high stress as programming with no clue as to how it's done. But then I never understand why people enter a career they don't have a love for and are not good at)
